Jason Song f9cbf5a1bc Util type to parse ref name (#21969 )

Provide a new type to make it easier to parse a ref name.

Actually, it's picked up from #21937, to make the origin PR lighter.

Git Module

This module is merged from https://github.com/go-gitea/git which is a Go module to access Git through shell commands. Now it's a part of gitea's main repository for easier pull request.
